Adapted housing is the sector where the work is structural and the specification is measured in millimetres. There is no care regulator here at all — the relationship is with building control.

The local housing authority decides the grant and holds the budget. Where the area has two tiers of council, that housing authority has to take the social services authority's view before deciding, and a statutory two-part test has to be satisfied as well — so there are two questions to pass, not one.

There is no care regulator for an adapted dwelling. The relationship is with building control, which is a different discipline, a different timetable and a different set of documents from anything else in this lane.

The Disabled Facilities Grant rests on a statute rather than on policy, and what it will pay for reaches structural work, not only fittings. That is what makes this a construction proposition as much as a housing one.

The numbers are specific and they drive the build. Putting in a level access shower means constructing a full wet room and a ceiling that can carry a 200kg hoist. At Category 3 the entrance storey has to be reachable without steps and the controls have to sit within a reduced reach range. Room-by-room turning space is set out too, including 1200mm by 1200mm inside every bedroom doorway. Wheelchair adaptable is the default; wheelchair accessible applies only where a planning condition says so.

A landlord may apply directly, and the price of doing so is a five-year restriction on re-letting the property. The application itself can come from an owner, from a tenant or from a landlord, so the route in is unusually open — but the restriction attaches to the asset.

Grant approval is not planning permission and it is not building regulations sign-off; all three are separate and all three are needed where they apply. The standard names two things side by side: meeting Part M of the Building Regulations, and freedom from hazards under the housing health and safety rating system.

- Find property against a written specification — size, layout, location, adaptation, tenure and the compliance set the building has to carry.
- Prepare it: works, furnishing, certificates and the paperwork a provider or a commissioner will want to see before it takes the building on.
- Manage the building afterwards, if that is what is wanted — repairs, contractors, certificate renewals and the landlord side of the relationship.
- Put the proposed terms, the works and the timetable in front of you in writing before anything is committed.
