The statutory suitability tests are about how much room there is, how the inside is arranged and where the building sits — not about fixtures and not about finish. Giving a household its own cooking and laundry is the single change that lifts a property out of the disfavoured category. And bed and breakfast is never suitable for a 16 or 17 year old, not even for one night.
